In February 2011, a group of intellectuals, scientists and businesspeople supported the creation of an initiating group that made a proposal to build a similar structure. The creators envisaged building it with the real size of Noah’s Ark in the Bible with raw materials, place the duplicates of human and animal shapes of the Ark, the historical and centuries-old relics related to human life, documents, archives, the flags and the coats-of-arms of all countries, a museum, a café, a hotel and more.

The creators suggest building the complex in the area located at the peak of Victory Park in Yerevan in front of Mount Ararat with the belief that the complex will contribute to the development of tourism in Armenia and become the observatory of Mount Ararat.

The initiating group comprises USSR and RA People’s Artist Sos Sargsyan, poet Aramayis Sahakyan, writer, publicist Meruzhan Ter-Gulanyan, RA People’s Artist, sculptor Levon Tokmajyan, President of the Union of Artists of Armenia Karen Aghamyan, Director of Victory Park, businessman Toros Umrikyan, President of ARMARE and author of the complex construction plan, major correspondent Martun Harutyunyan.

The major investors have already invested 3 million dollars for preliminary construction of the “Noah’s Ark” historical-cultural scientific-educational complex, which is strictly preliminary for the construction of such a serious structure. The project correspondents mentioned that they would need a total of roughly 20 million dollars for project implementation.

The members of the cultural subcommittee of the Public Council weren’t generally against the idea of the project, but they also raised some questions related to the site of construction, the urgency of the construction of such an expensive structure in the current social state, the procurement of funding, the fear of seeing the complex turn into business and other issues. The members almost unanimously decided to discuss the project during the large session of the Public Council and give a final conclusion on the project.
